CBRT Investment Commitment Advance Loan
What is the CBRT Investment Commitment Advance Loan?
The Investment Commitment Advance Loan is a specialized financial instrument that our Bank has facilitated since June 5, 2020, designed to finance high-efficiency projects that foster sustainable growth while reducing reliance on foreign resources, with an aim to enhance export activities and decrease import levels, in alignment with the price stability and financial stability objectives established by the Central Bank of the Republic of Türkiye.
Under the Investment Commitment Advance Loan (YTAK) program, restructured by the CBRT in 2023, loans may be allocated based on our Bank's project appraisal, which takes into account the "Technology/Strategy Score" (TSS) that firms obtain from the Ministry of Industry and Technology for their investment projects.
Disbursement Conditions
- The total investment amount must be at least 1 billion TRY.
- The same project must not have previously utilized a CBRT YTAK loan.
- An Investment Incentive Certificate (YTB) is required. (Applications for investments without an IIC will be considered, provided that a letter from the Ministry of Industry and Technology stating that "application without an IIC is appropriate" is submitted.)
- The project must be documented with a Technology/Strategy Score (TSS) of at least 70 or above.
- Equity Participation: At least 20% of the total investment amount must be financed through equity.
- For investments outside the manufacturing industry, the domestic input amount must be at least 50% of the total investment value.
- All obligations related to the Systemic Risk Data Tracking System must be duly fulfilled.
Disbursement Limits
- The credit/financing limit per firm is capped at a maximum of 5 billion TRY, and is further limited to a maximum of 70% of the total investment amount subject to financing.
- The maximum loan maturity is 10 years (with a maximum 2-year grace period for principal payments starting from the respective disbursement date).
